THE ESSENCE AND NECESSITY OF REGULATION OF INVARIANT SAFETY OF AN INDUSTRIAL ENTERPRISE

Abstract

Improvement of production results, achievement of a high standard of living of the population are the main conditions of social and economic development. Social and economic development depends on the provision of invasive security. This and determines the relevance of this article. The methods of analysis and synthesis of the essence and necessity of regulation of invariant security, the graphoanalytical method of research for the systematization of the priorities of invariant safety of enterprises are used in the article. It is substantiated that social and economic development depends, first of all, on the provision of social, economic and environmental safety, which in general is invasive security. It is investigated that the solution of invariant problems requires: preservation and restoration of natural systems, their biological diversity and the ability to self-regulation as a prerequisite for the sustainable development of the economy; development of measures to prevent negative environmental consequences as a result of economic activity; calculation of environmental damage from the implementation of projects of economic activity; calculation of the ecological price of economic goods taking into account the life cycle of the product; definition of the investment climate. The factors which determine the necessity of regulation of invariant safety are systematized, namely: insufficient resource-saving orientation of technologies used in industrial production, reduction of production volume of resources; absence of a single system of ecological monitoring; a high level of environmental pollution throughout the country in accordance with environmental and sanitary norms; ineffective cooperation with the world community in solving environmental problems; insufficient level of ecological education, culture and population training system; average level of scientific and technical potential in the field of ecology; imperfect development of productions that can increase export potential; imperfect legal mechanism for regulating the interaction of public authorities at all levels; inefficient investment mechanism, etc. The obtained results of the research are directed on regulation of invariant safety of an industrial enterprise. Further research requires the development of methodological recommendations for public and private partnership regarding the provision of invariant safety of the enterprise.
