THE EVOLUTION OF SCIENTIFIC VIEWS ON FORMATION OF FISCAL POLICY BY VARIOUS MACROECONOMIC CONDITIONS

Abstract
In the article the views of thinkers on the formation of fiscal policy in the conditions of the existence of ancient states are considered. The attitude of scientists to the development of fiscal policy during the Middle Ages are determined. The views of scientists (mercantilist, classics of political economy, Marxists) on the formation of fiscal policy in the new time of the formation and development of capitalist production and market relations are generalized. The views of scholars (marginalists, neoclassicists, institutionalists, Keynesians, neo-Keynesians, post-Keynesians, neo-liberals, monetarists) on the development of fiscal policy in recent time of scientific and technological progress and the rise of market relations to a qualitatively new level are analyzed. The ideas of modern scholars on the formation of fiscal policy in the transition from industrial to postindustrial society are researched.
