THE FIELD OF THE STATE SERVICE AS A PART OF ADMINISTRATIVE-POLITICAL SPHERE OF THE STATE MANAGEMENT

Abstract
The article is devoted to the research of the field of the state service for the purpose of referring it to one of the sphere of the state management. There are analyzed specific features of all fields of the state management that construct the administrative-political sphere of the state management, namely: national security, defense, foreign affairs, internal affairs, justice, and also there are marked out the specific features of those fields, which are the following: special role of the President of Ukraine in the process of formation of the management bodies in that sphere, precise centralization and subordination of management bodies, the stability of the management system, special (advanced) demands to the state servants and special order of passing through the state service. There is characterized the field of the state service, its definition, special features of its tasks and functions with the aim of defining of the grounds of its attribution to concrete sphere of the state management. Special attention is devoted to the management of the state service. There are determined that the field of state service is a part of administrative-political sphere of the state management, taking into account the aim of realization of the state management of the state service field that is common for all fields of the administrative-political sphere of the state management – direct realization of tasks and functions of the state and providing the factual existence and functioning of the state, and also taking into account specific features of the state management of that field that completely respond to special features of the other fields that found the administrative-political sphere of the state management.
