The problem of reducing the level of efficiency of UN peacekeeping operations in Africa

Abstract

The article analyzes the reasons for reducing the level of efficiency of UN peacekeeping operations in Africa, criteria for assessing their effectiveness, and identifies possible ways to overcome this negative phenomenon in the activities of the organization. The author noted that at the beginning of the XXI century the issue of reducing the level of UN peacekeeping operations effectiveness in Africa includes two main aspects: 1) the problem of neutrality of UN peacekeepers in peacekeeping operations in Africa; 2) the problem of financing UN peacekeeping activities on the African continent. The article defines the key factors in the successful conduct of UN peacekeeping missions in Africa, namely: 1) the level of the UN responsibility for resolving conflicts; 2) the lack of external support for the warring parties; 3) the approval of UN actions by the local belligerents. The most important reason for the decline in the UN peacekeeping mission effectiveness in Africa is that the procedures for UN cooperation with regional structures are insufficiently developed and understaffed by highly qualified personnel, specialists and lawyers. The author comes to the conclusion that it’s important for success to improve the mechanisms of UN cooperation with regional and subregional security structures that ensure interaction at various levels of decision-making. It’s necessary to create in UN a unified fund for financing peacekeeping activities with flexible procedures for overturning resources between operations in different parts of the world.
