TO THE QUESTION OF THE FORMATION AND DEVELOPMENT OF GOVERNMENT AND PRIVATE PARTNERSHIP

Abstract
In the article researched a historical aspects of applying of government and private partnership (PPP) in the context of development of concession relations as the most promising and complex form of relations between government and business, based on the examples of historical activity in the mentioned sphere. Based on synthesis of international and local experience of organizing and functioning of a government and business partnership were proposed main directions of government politic in the sphere of creation and functioning of the mentioned institute in Ukraine. The conclusions and propositions regarding theoretical and legal basics for regulation of the government and business partnership in Ukraine, acting in the form of concession activity were represented. The purpose of this article is the theoretical and legal analysis of the historical experience of relations between the state and business, as well as elucidation and generalization of the practice of applying PPP mechanisms in different countries of the world with the aim of developing on this basis scientific theoretical and practical recommendations for defining the content of the concept of «stateprivate partnership» and the role of PPP in the current economic and legal conditions of Ukraine.
