Abstract
Two possible target strategies of a private university are explored: focusing on mass education and focusing on elite education. Each of them has both advantages and risks. The following benefits of mass education strategy are highlighted: significant demand among educatees; relative ease of beginning of the programs; the relative stability of the methods and content of training, the possibility of using the experience accumulated by other universities; great labor market. At the same time, the strategy of mass education is associated with significant risks, which can have a disastrous impact on universities. Elite education is based on the principles of market segmentation and reflects all the benefits of such market behavior. However, it is also associated with numerous risks. The paper summarizes the experience of implementing a combined strategy called the locomotive strategy. Its essence is in the allocation of one of the elite programs, which allows gradually pulling up mass training programs to a high level of quality. There are some groups of political and legal, staff, financial and economic risks among the risks of implementing such strategy.
