Abstract

Basilian monastery in Lublin was founded in 1695 as a result of the adoption of the Union of Brest by Orthodox monks. Its headquarters was located at the edge of the Czwartek district on Ruska street. Due to the very low number of parishioners, the monks were engaged in the pastoral care of prisoners and soldiers. The necessary funds were obtained from leases: buildings, inns, squares and field lands. The final end to the religious community put the decision on dissolution in 1864. Issued by Alexander II

Abstract

In December 1991, the Union of Soviet Socialist Republics broke up. Researchers of this problem classified factors that have led to the breakup of the USSR. As part of this group of researchers, I also attempted to classify the causes/factors that fundamentally influenced the disintegration of the Soviet federation. There are several groups of such causes: ideological, political, social, economic, nomenclature or national. Of course, their enumeration is intended to sort out the matter of this complex process/issue and to present it in the most transparent way. The classification of these causes, in principle, has merely a contractual character (ordering the description of this problem), because in reality the decisive factors for the collapse of the USSR interpenetrate and cross on many levels, creating the disintegration mechanism. In this article, I would like to focus on the nomenclature factor, because it is maybe not unnoticed but undervalued. In the base of this assumptions is the thesis that the disintegration of the Soviet Union – at internal level – was a result of the nomenclature consensus, which can also be seen as a kind of social contract, although more – as the agreement between the various levels of the nomenclature elites. In this article will be presenting the various elements of the nomenclature factor of the colapse of the USSR, such as the attitude – and the evolution of the nomenclature’s attitude to communist ideology and economy, national affairs, the organization of state power. It created regional nomenclature particularism that led to disintegration of the Soviet empire and the emergence of fifteen new states in its place – the former Soviet Union republics.

Abstract

The Author analyses proces of the formation of political regimes in Southern Caucasus. He points to the pathological phenomena in the functioning of power elites and political regimes of those states. The Author analyses the influence of conflict in Nagorno Karabakh, Abkhazia and South Ossetia on the domestic and foreign policy of Armenia, Azerbaijan and Georgia. He proves that the described conflict for many years dominated in the political life of this country and was a basis of the ideology and the programs of elites struggling for power. In the struggle of the elites, the military elites played the main role, while being an important path to advancement to the peaks of power. The author tries to explain the influence of the Karabakh, Abkhazia and South Ossetia question on political transformation of the states in conflict. Another important thread of the analysis is to search answers to the question, how tradition, culture, psychology, life styles and political interests of elites in Armenia, Azerbaijan and Georgia affect the course and the effects of a peacemaking process aimed solving the Karabakh, Abkhazia and South Ossetia.

Abstract

The aim of the article is an attempt to identify the basic problems in adopting the transatlantic strategy towards the Russian Federation in the context of the war in Ukraine. The challenge for the United States, the European Union and its member states is an attempt by Moscow to return to neo-imperial during the presidency of Vladimir Putin. Due to a number of determinants concerning, among other things, different visions of international relations and the use of force, it is difficult for Americans and Europeans to adopt a common position on Russia. However, this is necessary not only for counteracting Russian aggression in Ukraine, but also for the revival and development of the Atlantic community.

Abstract

Since the end of the Cold War, the role of Germany in Europe and in the world has changed crucially. The German reunification has made Germany the most powerful country in the European Union and an active player in the international arena. There is a wide-spread belief among Ger¬man politicians and experts that Germany will more effectively achieve its national interest on a global scale due to the efficient functioning of the European Union. This is the reason this article tries to answer how Germany sees the role of the European Union on the international scene. The first part of the study presents the position of Germany in Europe. After that, it describes German point of view on the essential reforms within the European Union to strengthen its engagement on a global scale. Subse¬quently, the last part of the article includes German vision of the European Union’s role in the international arena.

Abstract

The paper focuses on the selected issues of transformation of for¬mal and informal institutions and their impact on policy reforms in Ukraine after the Euromaidan Revolution. After independence, Ukraine lost the chance to transform economic and political institutions twice, in 1991 and 2004. In both cases, the country failed to use the opportunity to implement systemic reforms. In 2014 Euromaidan gave hope for overcoming the defects in the system of post-communist transformation. Under the pressure of in¬ternational partners and civil society, political leaders are trying to carry out economic and administrative reforms. However, selective reforms have not yet led to a change in the very essence of the system, since political leaders are trying to preserve the functioning of the informal power pyramid and retain the main sources of power and income. The main question posed in the article is whether the political elite is ready to accelerate reform in the fight against corruption and to avoid the loss of a small achievement over the past few years. The success of Ukraine in the interests of all Western part¬ners, as the result of reforms will be crucial for the stability of Eastern Europe.

Abstract

Since 1991 Ukraine has suffered three revolutions which impacted the country’s internal and international situation. One would assume that the EuroMaidan and Orange Revolution were the most significant attempts to change the state of affairs in Ukraine. When the ruling authorities were replaced and constitutional changes made, it did not bring about the kind of substantial transformation in the sphere of political system that would allow the creation of a more stable structure. The change of political and legal systems seems to be one of the most urgent necessities in Ukraine. Without thorough constitutional reforms the division of legislative and ex¬ecutive powers is simply impossible. Obscure constitutional and executive legacies favor the abuse, over-interpretation, as well as the instrumental application of law. Other constitutional and judicial reforms seem essential. Still, are the ruling elites ready, and above all, are they able to conduct a pro¬found change in the perception of reality, and go beyond the clan-oligarchic interests? If Ukraine fails to conduct systematic political reforms, it will be doomed to a future of being taken advantage of, while at the same, time becoming susceptible to Russia’s influences.

Abstract

The research focuses on preconditions of mass protests in Ukraine in the aspect of the declared state transition towards democracy and Eu¬ropean values. The paper emphasizes on such factors as: economic situa¬tion and wealth of the population; political rights and democratic freedoms; development of technologies and means of communication and informati¬zation; development of independent media, means of content generation and distribution; expansion of social interaction within social networks. The primary research statement is: the principal cause of large-scale social ac¬tions of protest is not the economic situation worsening but the restriction of freedom, which contradicts declarations of the official course towards democratization. The condition for the protest movements’ expansion is the development of an independent media environment, which nowadays is as¬sociated with the development of information and communication technol¬ogies (based on the Internet). The research showed that the development of effective actions aimed at changing (correcting) the political course of the state followed a period of deterioration of citizens’ freedom and freedom of the press against the backdrop of economic recovery, which coincided with the rapid expansion of the Internet and social networks users as well as with the emergence of the traditional and technologically sophisticated media, independent from government’s power. An important condition for the development of public protest actions is the increasing level of civil society consolidation. In Ukraine, it was manifested through extension of open co-operation and sourcing due to the expan¬sion of social networks. The paper compares situation in Ukraine with the background of social protests in the region of North Africa and the Middle East in 2010-2011. Another research aspect is to show the formation of condi¬tions in Ukraine that can lead to the next wave of protest actions related to the negative situation in the field of public freedoms, accompanied by eco nomic stabilization and the prospect of introducing more effective means of communication.

„Separatyzm donbaski” jako technologia geopolityczna

„Separatyzm donbaski” jako technologia geopolityczna

Abstract

The article analyzes the nature and essence of “Donbas separa¬tism”, its internal and external factors. The author proves that despite the existence of a specific territorial identity in Donbas, the “Donbas separatism” lacks the key features of “classical” separatism – namely, historic background, ethnic or religious basis, more or less stable political movement for seces¬sion, controversy over territorial affiliation in the past etc. At the same time, the article shows that the regional identity and territorial patriotism, which are based primarily on social grounds, inherent for an industrial region, were cultivated and emphasized by the local political and business elites for ideological justification of their domination in the region and mobilizing the population in the electoral struggle against political rivals. However, the direct implementation of secession actions, which was (and still is) accom¬panied by an armed confrontation, became possible only after the interven¬tion of the Russian Federation, which applied a whole arsenal of hybrid war¬fare, including informational, propagandistic, political, humanitarian, military and sabotage means. According to the author, the “Donbas separatism” has become a geopolitical technology of Kremlin within the framework of the hybrid aggression against Ukraine in order to maintain its influence by sup¬porting a permanent “hotspot” or a frozen conflict in Eastern Ukraine. In this sense the quasi-states of “Donetsk People’s Republic” and “Luhansk People’s Republic” play the role of new limitrophes, through which Russia will try to block internal and international political steps of Ukraine that are disadvan¬tageous from the Russian point of view.

Abstract

The aim of this article is to analyse the changes in the population policy of the Russian Federation that followed the escalation of the Russian- Ukrainian conflict caused by the annexation of Crimea and the separatist conflict in the Donbas in context of the previous legal regulations in this matter. We wont to show how the demographic situation of the Russian Federation developed after the decomposition of the Soviet Union and how the federal authorities tried to solve the problem of the deepening demo¬graphic crisis. The main assumptions of the new 2007 and 2018 programs as well as the principles of migration and repatriation policy will be examined. The key problem is an attempt to answer the question are the mentioned programs are consistent with the demographic challenges of the state and whether their implementation will lead to a real improvement in the demo¬graphic situation in Russia.

Abstract

The author proposes a comparative analysis of the laugh culture of USSR (Union of Soviet Socialist Republics) and PPR (Polish People’s Republic) based upon the exploration of the political anecdote of the 1970–1980-s. According to author’s opinion, anti-ideological content of laugh culture manifested itself in USSR and PPR differently in the cause of the following factors: 1) combination of laugh and religious opposition to communistic ideology in Polish culture; 2) a high level of statics of the ideological sphere in PPR; 3) low level of freedom of speech in USSR; 4) a cosmopolitan character of the laugh culture in USSR; 5) a great expression of the tradition of national identification in the polish laugh culture.
