Abstract
The article deals with the historical-political and socio-cultural situations that determine the needs of the state in the field of education. In the context of the characteristics of modern higher education, its main goal and the most urgent problems are identified. As a result of the analysis of pedagogical theory and practice, concrete conclusions and suggestions were made regarding the perspective development of higher education. In the article the results of socio-pedagogical researches on the solution of the problem of improving the quality of higher education are summarized. They are presented as a system of ideas to be realized at the level of higher education institutions.
